Bolivia's Ruling Elites Show True Colors, Unfurl New Flag

While you wouldn't know it from the overwhelming passage in Bolivia of a new draft constitution that acknowledges indigenous rights and legislates for greater national control over oil and gas resources, many of the wealthiest members of the Andean nation have launched a violent campaign to denounce the effort and secede from the country.

Unlike the 1825 constitution being replaced, at which time the indigenous comprised roughly 90% of the population, the 2007 version solicited their input. Such a radical philosophical shift has greatly upset the largest beneficiaries of the nation's historical and material legacy of slavery, colonialism, and racism. Agence France Presse reports:

Four of Bolivia's richest departments Monday said they will put their autonomy hopes to referendum votes...

The energy-rich eastern departments of Santa Cruz, Tarija, Beni and Pando announced signature drives to... to approve their quest for greater autonomy.

Once their effort to sabotage the constituent assembly failed, one could easily predict the oligarchs' effort to take their ball and go home, setting themselves against the producers of Bolivia's wealth. The AFP continues:

Morales, the country's first indigenous president, has alienated the country's rich lowland regions, whose populations are largely ethnically European and mixed, by pushing his plan to redistribute the country's wealth to the poor natives in the mountains.

In 1860, Uncle Sam's all-white, all-male electorate selected as President a reformist who promised to alter the economic foundation of the country with his insistence that the institution of chattel slavery would extend no further. Henceforth, Lincoln argued, Uncle Sam's economy would run on wage slavery.

And just as Lincoln's proposed reform triggered a violent outcry among those most adversely effected - slave-owners - the Bolivian constitution, which also promises to alter the economic and social relations, has drawn similar ire from the former slave-holders and oligarchs.

Therefore, it comes as no surprise that they have taken as their flag a piece of cloth that accurately represents the interests for which they stand.

Mumia, MOVE, and Michael Vick

Two noteworthy radio pieces overlap in interesting ways:

In Mumia's latest Prison Radio broadcast, he addresses the fanatic outcry over Uncle Sam's conspiracy charges against Michael Vick. He notes the the striking contrast between the Vanilla Sam's venom towards Vick and the apathy over the brutal bombing of the MOVE headquarters on 13 May 1985, when Philadelphia's Pigs used C4, tear gas, explosives, and more than 10,000 rounds of ammunition to murder 11 men, women, and babies - along with several dogs.

The second interview features Ramona Africa, the only surviving adult member of the MOVE bombing. She gives an historical background to the attacks on her family beginning with the capture and frame-up of 9 MOVE members in 1978, when the Philadelphia Pigs assaulted the MOVE headquarters for the first time.

In different ways, both of these interviews illuminate the ongoing struggle for freedom on Uncle Sam's Plantation. They are both worth your time.

For more than 4 years, the Iraqi Resistance has stood upright and confronted - day after day - Uncle Sam's genocidal assault in a manner that has radically altered the geopolitical chessboard. He remains mired in Iraq and unable to expand his genocidal crusade elsewhere - into Iran, Bolivia, or Venezuela, for example - largely because of His inability to crush the Resistance.

As in Vietnam, Uncle Sam's Storm-Troopers have the impossible task of occupying a country and 'winning' a guerrilla war against an indigenous army that planned for their occupation. This explains why, after more than 1100 days of occupation, the size of His military force is larger than it has ever been while Sam's political and military achievments remain minimal. Despite the increased n-strength of forces, Uncle Sam has stopped issuing the reports documenting the availability of power in Baghdad. In other words, 160,000 Storm-Troopers can't even keep the lights on!

In light of facts like these, one can understand why Uncle Sam's desperate quest for cannon fodder has taken on an even more desperate tone. We learn from the pro-Occupation Boston Globe that, in an effort to recruit cannon-fodder by any means necessary:

Nearly 12 percent of U.S. Army recruits who entered basic training this year needed a special waiver for those with criminal records, a dramatic increase over last year and more than twice the percentage four years ago, according to new Army statistics...

Army officials acknowledge privately that the increase in moral waivers reflects the difficulty of signing up sufficient numbers of recruits to sustain an increasingly unpopular war in Iraq; the Army fell short of its monthly recruiting goals in May and June....

Since 2003 the Pentagon has taken unprecedented steps to try to meet its recruiting goals, including lowering education standards, raising the maximum age, and steadily increasing the amount of bonuses for new volunteers. But granting more waivers for criminals, specialists said, could end up backfiring.

In addition to bribing criminals, vagabonds, geezers and dolts, Uncle Sam has used Killers for Hire in Iraq as never before. Jeremy Scahill reports

There are now 630 companies working in Iraq on contract for the US government, with personnel from more than 100 countries offering services ranging from cooking and driving to the protection of high-ranking army officers. Their 180,000 employees now outnumber America's 160,000 official troops. The precise number of mercenaries is unclear, but last year, a US government report identified 48,000 employees of private military/security firms.

Uncle Sam loves using these mercenary killers in Iraq because they preserve His 'plausible deniability'. Sam has no responsibility to report anything that happens to them. He's not responsible for their health and welfare, nor does He bear any responsibility for atrocities they commit. When these Killers for Hire die in Iraq - as more than 1000 have (according to government, who is undoubtedly under-representing the total) - Uncle Sam doesn't have to say anything for months (or even years).

Uncle Sam's reliance on such desperate tactics results from the strength of the grassroots military force in Iraq. Their effectiveness in combating the world's Leviathan presents itself in a multitude of ways. They have shown increasing military sophistication - knocking Uncle Sam's helicopters and fighter planes out of the sky - while continuing with the relentless attacks on occupying soldiers throughout the country that have ravaged and demoralized the occupying armies for years.

Such an organization, which has put Uncle Sam on His heels, requires men and women with a plan, a steadfast commitment to expelling the invader, and a true desire to liberate their homeland. The individual Iraqis who constitute the Resistance committed themselves even though it not their only - or most materially beneficial - choice. Many have sold out to Uncle Sam by joining the police force, the army, the puppet government, or alCIAda's Mosque Bombing Death Squads.

To achieve their political demands - unconditional withdrawal of Storm-Troopers from Iraq, reparations, and revocation of all laws passed under occupation - the Resistance requires contributions from people of many different abilities and political stripes.

They also require political clarity.

As we watch events in Iraq unfold, we owe support to the Resistance even if it doesn't appear as ideologically pure as we would like. Under similar circumstances, Trotsky wrote concerning the war between Italy and Ethiopia and a hypothetical potential war between 'semi-fascist' Brazil and 'democratic' England. In both cases, he ignored subjective characterizations of the bourgeois governments and concerned himself chiefly with the alignment of imperialist forces as catalysts for 'Permanent Revolution'. Concerning Ethiopia, he writes:

Far too little attention is paid to the Italo-Ethiopian conflict by our sections... This question is highly important... Of course we are for the defeat of Italy and the victory of Ethiopia, and therefore we must do everything possible to hinder by all available means support to Italian imperialism by the other imperialist powers, and at the same time facilitate the delivery of armaments, etc., to Ethiopia as best we can. However, we want to stress that this fight is directed not against fascism, but against imperialism. When war is involved, for us it is not a question of who is ‘better’, the Negus or Mussolini; but rather, it is a question of the relationship of classes and the fight of an underdeveloped nation for independence against imperialism.

On the matter of Brazil, he has this to say:

In Brazil there now reigns a semifascist regime that every revolutionary can only view with hatred. Let us assume, however, that on the morrow England enters into a military conflict with Brazil. I ask you on whose side of the conflict will the working class be? I will answer for myself personally – in this case I will be on the side of ‘fascist’ Brazil against ‘democratic’ Great Britain. Why? Because in the conflict between them it will not be a question of democracy or fascism. If England should be victorious, she will put another fascist in Rio de Janeiro and will place double chains on Brazil. If Brazil on the contrary should be victorious, it will give a mighty impulse to national and democratic consciousness of the country and will lead to the overthrow of the Vargas dictatorship. The defeat of England will at the same time deliver a blow to British imperialism and will give an impulse to the revolutionary movement of the British proletariat.

While the situations Trotsky describes here are clearly not identical to what's happening in Iraq, the similarities present themselves with stark clarity. We owe support to the cause of anti-imperialism in Iraq - support made concrete in the form of the Resistance. Anything less - any effort to absolve oneself from the struggle in Iraq due to the inadequacy of the political formations there (according to Uncle Sam's propaganda) - is an expression of support for Uncle Sam's imperial exercise no different than those on the 'left' who supported Uncle Sam's invasion 4 years ago.

George Carlin on the Ruling Class & the 'American Dream'

In this short (4+ minutes) clip, George Carlin encapsulates, with humor and precision, the all-out war that the ruling class here on Uncle Sam's plantation has waged against the masses of people. Carlin rightly points out that until those getting screwed over worst ignore the ruling class's propaganda and lies, take stock of the situation, and begin fighting back, the war - and the one sided casualty totals that result (poverty, bankruptcy, foreclosure, unemployment, etc.) - will not diminish.

Despite the silent yet obvious presence of Uncle Sam's Plunge Protection Team, as of 1PM EST today Uncle Sam's stock-market has fallen roughly 600 points in 3 days. While Bubble TV (i.e., CNBC) suggests that now is the time to invest, for months the serious mouthpieces of bourgeois economists - The Financial Times and The Wall Street Journal - have warned their readers about the risks posed by a credit crunch brought on by the collapse in the housing market. While these risks have only begun to make themselves manifest on the floors of the world's stock exchanges, their ramifications have shaken the confidence of the ruling order.

In a series of essays, Savage Justice will use mainstream sources as reference points to explore the current turbulence within the global economy. We begin today by examining the economic crash of 1929 to give an historical context to the current credit crunch. We will then analyze, in detail, the most volatile and dynamic economic phenomena that threaten global capitalism today: the housing 'bubble', hedge funds, CDOs, the carry trade, debt, and the money supply. Finally we will conclude with an investigation of these economic indices with respect to oil politics and the current geopolitical chessboard.

1929: Fake Money & Economic Collapse

In 1929, a worldwide depression came about due in large part to a loss of faith in capitalist growth brought on by an unwillingness of international financiers to lend money as it had throughout the decade. Uncle Sam's Stock Market crashed that year when banks and brokerage houses began calling in massive quantities of the margin loans that had in large part fueled the stock market explosion of the 1920s. These loans required people to cover only 10% of a stock's value and banks would front the remaining 90%. This system 'conveniently' allowed people to parlay their 'profit' in the stock market into more stock, which in turn yielded more 'profit'.

And this worked... for a while.

Their 'profit,' however, existed only on paper. Nominally it belonged to the investor, but in reality the stock belonged to the banks themselves.

In the present context, we see the same phenomenon at work when people refinance their homes. Individuals get credit - an immediate infusion of cash - while the bank takes real ownership of the home. The system works magnificently until home values stop appreciating.

The same was true in the 1920s as stock values climbed higher and higher.

As it does today, corporate propaganda downplayed the inherent risks in this scheme, and like today many people came to believe that the commodity in which they owned only a tiny fraction was actually theirs. But in reality the bank owned it, as evidenced by their ability to call in the margin loans at any time for any reason.

And this is precisely what happened.

Goldman Sachs and other over-exposed banks grew increasingly wary of the structural weaknesses of an economic system sustained not by material reality but on speculation, debt, and a metaphysical belief in perpetual growth. The very banks initially responsible for easy credit became concerned about the risks posed by their exposure to such large quantities of suspect stocks so, to cover themselves, they began to call in the margin loans that most concretely threatened their financial viability.

This onset of margin calls by the market's foremost cheerleaders precipitated a snowball effect, causing stock values to fall quickly and investor confidence to wane markedly. To cover the margin calls, stockholders often tried to sell the stocks themselves. But there were few buyers. The increasing pace of the sell-off of unwanted stock caused their prices, already determined chiefly by the faith of stockholders, to come crashing down. This in turn led to additional margin calls.

In their haste to obtain the capital necessary to cover their debts, those who used 'house money' ran to the banks. But the banks, too, held mountains of paper that had, almost overnight, become ostensibly worthless. When the banks themselves were incapable of producing the necessary capital to cover the margin calls, many had to shut their doors and sell off their own assets at pennies on the dollar.

We do not mean to suggest that the situation in 1929 overlaps perfectly with our present circumstances. However, the fundamentals remain the same. At all times, capitalism must grow. And that engine of growth - today as yesterday - is credit.

Then, as now, we see the effects of a sudden refusal by major financial institutions to extend cheap credit to all comers.

In the corporate world, a tightening of the credit market has recently shown itself in the inability to finance major buyouts like the one involving DaimlerChrysler and the collapse of the BearStearns Hedge Fund due to the worthlessness of debt obligations (CDOs) packaged as investments. The explosion of bankruptcies and the apocalyptic claim that "we are experiencing home price depreciation almost like never before, with the exception of the Great Depression" made by people like Countrywide CEO Angelo Mozilo reveal a similar crisis slowly unfolding in the consumer credit market.

Two decades before the stock market crash of 1929, JP Morgan precipitated the economic crash of 1908 that ultimately gave rise to the birth of Uncle Sam's central bank, the Federal Reserve, by calling into question the ability of banks to cover their loans.

While material economic reality is determined exclusively by the available productive forces, the markets rely principally on an almost religious faith in their own capacity to grow. Without saying so, however, that 'faith' presupposes an endlessly available supply of credit. When the credit supply dries up, the market's growth engine ceases to operate, producing a crises in confidence that can lead to a global crash.

For a host of reasons and in a number of ways, we see the beginnings of such a phenomenon occurring today. In the coming days, we will explore them.

In the second part of his two-part program on White Terrorism during the Reconstruction period, James goes into the dynamics of how the White Line and other groups systematically used terrorism and violence as a means to regain control of the South in the decade following the Uncle Sam's Second Revolution.

James explains that "while the Civil War was essentially about Slavery it was not about true Black human emancipation or liberation." In fact, Uncle Sam did nothing to punish this terrorism. Instead, he cut a deal during the 1876 election that ended Reconstruction and gave Vanilla Terrorists their day in the sun.

James links the similarities between the treatment of Black people found themselves in during the economic crisis of the 1870s with the Native Aboriginals of the time. He shows how the North's 'victory' in the civil war and the Republican 'victory' during the election of 1876 really marked a 'victory' for industrial capitalism and the centrality of a new type of slavery - Wage Slavery - on Uncle Sam's plantation. It was for the Capitalist Class of the Northern Industrialist's benefit.

James concludes the show with a commentary - 'Happy 4th of Jul-lie, it ain't our independence day' - that helps highlight the abomination that is the "American Experiment."

Working hand-in-hand their KKK allies to entrap and frame-up a group of anti-fascists, the FBI successfully forced upon them a protracted and costly legal battle. We have posted their solidarity appeal below.

While the seriousness of this case pales in comparison to the Philly Pigs' attack on MOVE or their frame-up of Mumia, this case exposes just as clearly Uncle Sam's criminality and the need for support and solidarity.

Anti-Racists Face Serious Legal
Battle in Philly:

UPDATE AND PLEA FOR LEGAL FUNDS!

On Monday July 23rd, four anti-fascists from the Philadelphia, PA area were arrested at what was supposed to be a Ku Klux Klan rally in Center City Philadelphia. Jared Schultz, Tom Keenan, Jason Robbins - all of Philadelphia Anti-Racist Action - and Jim McGovern - of the Progressive Labor Party - were all arrested and charged with a series of trumped up misdemeanors in a situation that - for all practical purposes - was straight up entrapment.

Rumors spread through Philadelphia starting Friday July 20th that the Ku Klux Klan was supposed to show up for an 11AM rally on Monday at Love Park. While anti-fascists were present in the area starting at 10:30AM, no racists showed up for the rally until noon when two men wearing what appeared to be neo-Nazi t-shirts showed up in the area. Anti-fascists approached the men, confirmed they were neo-Nazis and told them to leave. Words were exchanged between the Klansmen and the anti-fascists, and then the neo-Nazis said they were leaving. The anti-fascists then followed behind them to make sure that they kept their promise.

Strangely, Civil Affairs cops remained on the other side of the park the entire time and made no efforts to follow the group even when they were out of their sight. The boneheads got into an SUV around the corner and were driven away. As they attempted to drive off, conveniently blocked by traffic, a verbal confrontation ensued with the anti-fascists lasting several minutes before a window of the SUV was smashed. The driver - who could have flashed his badge at anytime to disperse the crowd - then ordered Schultz, Keenan, Robbins and McGovern against the wall.

While the arresting officer was a Philadelphia Police Department detective, the SUV was, according to paperwork received by the arrestees, the vehicle of FBI Special Agent Sean Brennan, also present during the arrests. What an FBI agent was doing escorting neo-Nazis away from the park remains a total mystery.

After the arrests, all four of the anti-fascists were transported to the 9th Police Precinct where they remained for approximately 27 hours awaiting notice of their charges and bail amounts.

Initially, the arrestees were informed that for some odd reason, Internal Affairs was investigating their case and that they would be facing 10 charges - 4 felonies and 6 misdemeanors. In the end, however, all of the felonies were dropped, leaving the arrestees with 8 misdemeanor charges of varying degrees upon being bailed out. The fact that the charges were dropped so quickly proves just how trumped up these charges are. However there's still a lot at stake for The Love Park 4.

Currently, everyone is facing the same 8 charges - Possession of an Instrument of Crime With Intent, Criminal Conspiracy Engaging with Possession of Instrument of Crime with Intent, Institutional Vandalism/Illegal Possession, Reckless Endangering Another Person, Resisting Arrest, Criminal Mischief, Harassment - Subject Other to Physical Contact, and Disorderly Conduct/Grading.

At this point, everyone is out of jail, doing fine and just taking some time to relax for a few days before what could be a lengthy and expensive legal ordeal. All of the defendants are scheduled for court on October 3rd, and are in the process of establishing a legal defense fund and securing legal counsel.

We are confident that with the right resources, all of the anti-fascists arrested will be able to defeat these outrageous charges which could result in tens of thousands of dollars in fines and years of jail time

Recent Manifestations of Zionist Terrorism

Over the last month, events surrounding the coup undertaken by the Palestinian political faction of Zionist collaborators - led by President Mahmoud Abbas and Muhammed Dahlan - and their institution of a Vichy-type government in the Zionist-occupied West Bank has taken center stage. Yet this shift in focus away from the actions of Apartheid Israel and towards the machinations of their collaborators and lackeys must not distract us from the ever-present brutal reality of life under occupation, which takes many forms.

Rarely does a day go by that Apartheid Israel doesn't attack civilians in its eternal quest to wipe the Palestinian people off the map. Often it does so using direct means - bombs and rockets fired from helicopters given to the Zionist colony by Uncle Sam. But Apartheid Israel has other means of enforcing genocide as well. Terrorism in the form of property destruction remains the tactic of choice among Zionist settlers: "Israeli settlers from Yitzhar settlement set fire to large tracts of agricultural lands planted with olive and almond trees belonging to Palestinian farmers of Einbos village southeast of Nablus."

Far from risking punishment, the settlers engaged in terrorism serve as the tip-of-the-spear, or Shock Troops, charged with greasing the skids for future Land-Theft by the Zionist colony. For example, the Zionist Knesset has recently passed a measure which mandates that land stolen from Palestinians be granted to Jews only. There is nothing new or surprisingly about this other than the audacity with which it was carried out - even the pro-Apartheid Ha'aretz entitled their editorial on the measure, "A racist Jewish State."

A pedagogical controversy over whether or not to teach the factual record has exposed the same Nazi-esque venom. Some White European Zionists simply cannot tolerate that Arab Israeli children use textbooks containing a sanitized account of al-Nakba, the massive campaign of ethnic cleansing and genocide undertaken by the White European invaders which served as the point of departure for their Apartheid colony. Jewish children will never have to learn this true history, of course, since the Apartheid education system separates Jewish children from Arabs. This has not stopped various elements of the Zionist government from having an absolute snit, however.

None question the event itself. Rather, they wish to erase it from history. They realize, more than anyone else, that the greatest enemy of Zionism isn't Palestine or Arabs or even Iran. Their most troubling adversary is true history and the factual record because it exposes their own criminality.

The desire to whitewash the Zionists' campaign of ethnic cleansing retains its importance because it continues today. At the Rafah Crossing, which separates Occupied Palestine from Egypt, more than five-thousand Palestinians remain stranded without adequate provisions. Many of these people, who have traveled to Egypt to receive medical care or visit family members, cannot return to Palestine because of the campaign by Apartheid Israel and its allies to keep them from doing so.

This policy - a policy of pure terrorism - affects only innocent civilians. And in this context, we should view Apartheid Israel's recent prisoner release with great skepticism. After all, Zionists have proven time and time again how little they value human life that isn't their own. Not surprisingly, however, Uncle Sam's embedded media couldn't help falling over themselves to laud the 'magnanimous' release of 250 Palestinian prisoners. Yet these same media routinely fail to mention the more than 10,000 prisoners still held in the Zionist dungeons, including many thousands held in indefinite administrative custody without charge or explanation for why Apartheid Israel has kidnapped them.

In coming days, we at Savage Justice will have much to say concerning some of the disgraceful actions undertaken by Mahmoud Abbas's Zionist Coup Government. But irrespective of what Palestinian collaborators do, Apartheid Israel's actions and behavior towards the people of Occupied Palestine retain their barbarity just the same.

This is due, in part, to the overall weakening of the Zionist ideology. The united front shown towards Apartheid Israel between Iran and Syria, Hizbullah's decisive victory last summer of the Zionist invasion of Lebanon, the electoral victory of Hamas in January 2006 and this summer's defeat of treasonous elements within the Palestinian government have stripped away much of Apartheid Israel's regional leverage. To compensate for this loss, the Zionist colony has increased the degree of savagery and brutality towards the must vulnerable people over whom it rules with an iron fist.

But the arc of history is long, and the actions by the white European colonizers against the regions inhabitants will ultimately serve as the fuel that incinerates the Zionist nightmare that is Apartheid Israel.

Release Kenneth Foster NOW!DOWN with Uncle Sam's Police State!

On 30 August, Uncle Sam and the state of Texas plan to use an arbitrary legal technicality called the "law of parties" to murder author and poet Kenneth Foster for the crime of driving a car near the scene of a murder.

Predictably, Foster's court-appointed lawyer did little to defend him, paying lip-service to both his categorical innocence and the extenuating circumstances of Foster's case. For this he no-doubt earned an assist from Uncle Sam and furthered his career.

Like most death-penalty cases, Foster's case has nothing at all to do with the crime itself and everything to do with Uncle Sam's system of Vanilla Justice. He uses this form of legalized murder today just as he used lynching during Jim Crow - to send a message and intimidate the oppressed, often through its arbitrariness, about who has power.

The Case of Victor Toro:Uncle Sam picks up where Pinochet left Off

While hardly surprising, the news that on 6 July child pornographers working in Uncle Sam's Department of Homeland Security had torn long-time community organizer Victor Toro from his seat on a passenger train and arrested him on trumped-up 'immigration' charges serves as a depressing reminder of the direction in which the struggle for immigrant rights has moved.

In his piece on Toro in the New York Times, Anthony Ramirez summarizes his political 'odyssey' of nearly 40 years.

It began in the 1970s when he was a political prisoner in the jails of Gen. Augusto Pinochet in Chile, veered for a time into Europe and Mexico, then into New York City, where he became known for more than two decades of community and political activism...

When he was a left-wing political activist, General Pinochet’s regime tortured him after the coup that toppled Salvador Allende on Sept. 11, 1973, he said.

Both he and Nieves Ayress, now 56, who later became his wife, have said they had electrodes attached to their genitals in Chilean jails.

As a dutiful New York Times propagandist, Ramirez avoids any mention of Uncle Sam's complicity in the rampant torture carried out during the Pinochet dictatorship. He continues:

In 1976, he fled Chile... For years, Mr. Toro went from country to country, finding himself at last in Mexico.

In 1984, he... crossed the border into the United States at El Paso, settling later in the Bronx....

Mr. Toro and Ms. Ayress... started Vamos a la Peña del Bronx in 1987, a storefront group that provided clothing and food for poor people, help with immigrants’ problems, shelter for battered women and health education for those who were H.I.V. positive.

In 1998, the group won an award and a $50,000 grant from Union Square Awards in Manhattan for community service. “We were looking for groups that were operating on pure passion but who had no economic resources,” said Iris Morales, director of the philanthropy.

Once DHS saw the grave and gathering threat posed by the longtime homeless advocate and AIDS activist, they took action. Bang-up work, fellas!

Last week, Toro posted bail but the charges remain and deportation still looms.

Declared dead by the government of Chile and under attack by Uncle Sam here on the Plantation, the next step for Toro is unclear. Thanks to his work in The Struggle, he has many comrades on whom he can rely. But one mustn't harbor illusions that this support will make a request to Uncle Sam for asylum more likely to be granted. If anything, the opposite may be true. His popularity in the community has grown out of his anti-imperialist politics, and just as the decision to torture Toro in the 1970s ultimately rested with Uncle Sam, so too does the decision to torture him by other means today.
