Did Uncle Sam's WMD Research at Augsburg College cause the 35W Bridge Collapse?

It turns out that at precisely the time of the collapse, Russia’s Institute of Solar-Terrestrial Physics reported that their Siberian Solar Radio Telescope (SSRT) detected a ‘massive’ ultra low frequency (ULF) ‘blast’ emanating from Latitude: 45° 00' North Longitude: 93° 15' West.

Do any intrepid readers of this blog wish to hazard a guess as to where these coordinates plot onto a map?

The Russian Military believes that the unexplained collapse of such a massive structure could only have been done using an acoustic weapon, which the United States Military is known to possess.

"Coincidentally" Augsburg College, which is located an hour from the bridge site, happens to be one of the world's foremost developers of these weapons.
